Major public health events within and outside Sierra Leone may require the Ministry of Health (MoH) to increase its human rapidly and effectively, financial and material resources in affected locations. Personnel ready for deployment outside the country shall conform to the requirement of the Regional Rapid Response Team Guide. It is a pre-requisite for effective emergency response and is vital to the government of Sierra Leone’s ability to fulfil its constitutional mandate, whilst utilizing scarce resources with maximum impact.
The establishment of effective surge capacity for deployment is complex and requires a clear strategic vision and a holistic effort from across several Ministries, Department and Agencies (MDAs). Whilst recognizing that protocols, processes, and systems are important, for the MoHS to achieve its strategic mandate, effective leadership is critical which requires a multi-sectoral approach to achieve success.
The MoH Personnel Deployment Plan is set out to create a roster qualified professionals with diverse skills who can be efficiently deployed within and outside the country to meet short-term to medium-term capacity needs in emergency settings.
This plan covers a broad spectrum of safety procedures for the wellbeing of surge personnel and has been designed to assist both national and international personnel with previous response experiences, as well as those who are being deployed in response roles for the first time. Since each country has different response capabilities of deployment, the principles and examples in this document can be taken as guidelines and examples of best practices.
The Sierra Leone public health emergency response personnel/staff surge capacity is organized in specialized skill areas, to assist districts and other countries achieve an appropriate response. The first line of support is dependent on a timely response, preferably immediately, if not within 48-hours of a surge deployment request
